Position Summary:
The incumbent supervises the development, upgrade, enhancement, and support of the Security/CORE systems. Independently maintains and manages large modules of an enterprise /business information system or department specialty system. Facilitates decisions and work efforts which affect applications and patient care practices. Participates in the analysis and design of data communication links between systems. Supervises an assigned group of Clinical Informaticists.

IS: Effectively trains users and other IS staff as required.

IS: Completes prototype review and testing. Identifies the necessary technical preparation required for testing of software and plans the subsequent coding or programming required. Effectively writes reports of test results. Reviews and evaluates the adequacy and efficiency of installed systems compared to previously determined goals and realizable benefits. Obtains documented assurance from users that the system or new product is functioning according to user-established acceptance criteria.

IS: Analyzes user requirements regarding initial system design, implementation, problems and enhancements. Modifies and enhances systems based on continuing needs and changing goals. Effectively interfaces with key stakeholders to identify and develop system requirements

IS: Serves as a project leader, applying effective project management principles to all aspects of the IT workflow. Accurately defines system scope and objectives, general and detailed information / work flows, and required hardware. Responsible for assisting with developing and maintaining project plans. Performs meeting preparation and facilitation to identify user requirements, system configuration, documentation, management reporting. Establishes priorities for service delivery.

IS: Serves as a functional leader and technical expert. Provides support to users on hardware and software packages and applications. Evaluates requests for services in relationship to organization and department goals and provides estimations of work effort

IS: Plans and provides oversight for system processing, integrity and controls. Detects, defines, and debugs programs as problems arise. Establishes the need for further technical or consultative support, including identifying when to involve other IS staff and/or consultants.

IS: Prepares system and programming documentation for users and other IS staff in accordance with internal and external standards

Supervision: Acts as a coach and positive role model for staff by establishing & maintaining a safe work environment that fosters positive morale. Appropriately monitors and addresses performance issues, applying corrective or disciplinary action when needed. Effectively manages staff in compliance with established policies, procedures and legal guidelines. Ensures effective staffing levels, and handles recruitment and selection for unit.

Required Qualifications:
Must possess the skill, knowledge and ability essential to the successful performance of assigned duties
Strong supervisory skills
Experience implementing and supporting EMR in a hospital setting
Ability to work flexible hours, including nights and weekends
Must demonstrate customer service skills appropriate to the job
Ability to self initiate and effectively problem solve issues
Demonstrated experience working as a project manager / lead
Working knowledge of hospital clinical workflows
Ability to apply logical troubleshooting and analysis techniques for the purpose of problem resolution
Must have working knowledge of client/server systems, relational database structures and reporting tools
Must possess a working knowledge of HL7 and other interface/integration strategies
Experience using / implementing / supporting an EMR System's Security module
Preferred Qualifications:
Experience using / implementing the Allscripts (Eclipsys) Sunrise Clinical Manager CORE module (including order entry, results, patient lists, clinical summary)
Experience implementing / supporting the Allscripts (Eclipsys) Sunrise Clinical Manager Security module
Experience implementing / supporting the Allscripts (Eclipsys) Security Services (ESS) module
Demonstrated supervisory experience in an IS department
Knowledge of University and medical center organizations, policies, procedures and forms
Project Coordination / management experience
